Description:
This six day course is designed for public sector employees with responsibility for teaching others at their agency or facility about the PEOSH Hazard Communication Standard (HSC) and New Jersey Worker & Community Right-to-Know Acts.

Prerequisites:
None

At the conclusion of the training, the learner will be able to:
  • Explain the purpose if the RTK Train-The-Trainer course.
  • Explain what is meant by "technically qualified" in the RTK law
  • Tell the difference between OSHA and PEOSHA
  • Identify the state agencies responsible for implementing the RTK law and explain their function
  • Tell what is meant by an "exposure limit".
  • Identify what problems are associated with exposure limits
  • List and explain the exposure limits listed on the Material Safety Data Sheet (MSDS) and Hazardous Substance Fact Sheet (HSFS).
  • Recite the main provisions of the RTK law
  • List the rights of the public employee.
  • Explain what a limited "right to refuse" means.
  • List the responsibilities of the public employer under the RTK law.
  • List the responsibilities of each State agency under the RTK law.
  • Discuss the differences between the Hazard Communication Standard and the Right To Know law.
  • List the topics to be included in a RTK training course.
  • List and explain what methods are used in the recognition of hazardous substances.
  • Explain the NFPA and HMIS labeling system
  • Discuss what is a MSDS and HSFS
  • Tell what is meant by evaluating a hazardous substance
  • Explain the determinants for reacting to a hazardous substance.
  • Explain the difference between a hazardous and toxic substance
  • Briefly describe a dose/response curve
  • Discuss the types and classes of hazards and a key term to denote the specific class of hazard
  • Explain the difference between physical and health hazards and give examples.
  • Differentiate between the terms acute and chronic effects; explain local and systemic effects.
  • Discuss the routes of exposure.
  • List some of the adverse health effects caused by exposure to hazardous substances.
  • Define and tell the significance of the seven physical forms of substances.
  • Tell the function of an industrial hygienist.
  • Explain the purpose of medical surveillance
  • Tell the purpose of area and personal sampling
  • Identify types of PPE and state their use and limitations.
  • Give examples of other control methods.
  • Tell who develops the MSDS and HSFS.
  • Describe the content of each section of the MSDS and HSFS.
  • Explain the difference between the MSDS and HSFS
  • Complete the RTK Survey
  • Determine what products should be listed on the RTK Survey.
  • Identify the acronyms for the Special Health Hazards as listed on the RTK.
  • Tell when a RTK Survey inventory page must be completed.
  • List who should receive copies of the completed RTK Survey.
  • Apply concepts of recognition, evaluation, and control using video scenarios
  • Construct a RTK label from MSDSs
  • List several exemptions and exclusions to the RTK labeling requirement.
  • Tell the threshold level for not labeling containers as stated by the RTK regulations.
  • Identify a complete Hazard Communication Standard label.
  • Explain when to use an abbreviated RTK training program.
  • Tell the recommended time frame for presenting an update and initial RTK training session
  • List some methods of evaluating a training session
